Marianne Halbert, JD

Programs Manager


Marianne Halbert is the Programs Manager at CIT International. She graduated from Indiana University with a B.S. in Marketing and earned a J.D. from the I.U. School of Law, Indianapolis in 1994. From 1996 to 2010, she was the Mental Health Coordinator for the Marion County (Indiana) Public Defender Agency. In that capacity, she was part of a collaborative team that developed the first pre-trial mental health diversion program in the United States in 1996, the nationally recognized, award-winning PAIR Mental Health Diversion Program.

During her years as a Public Defender, she represented clients at involuntary civil commitment proceedings as well as clients in criminal court, and she assisted other attorneys within the agency regarding cases involving competence to stand trial and the insanity defense. As the Criminal Justice Director at NAMI Indiana from 2011 to 2024, Ms. Halbert coordinated Mental Health & Criminal Justice trainings and events, provided technical assistance to communities across Indiana in developing Crisis Intervention Teams that reflect best practices, facilitated Indiana’s first Sequential Intercept Model (SIM) mapping workshops, and worked to improve public policy regarding issues impacting individuals with mental illness who encounter the criminal justice system.

Ms. Halbert is a certified QPR (Question, Persuade, Refer - suicide prevention) trainer, trained in Critical Incident Stress Management (CISM), is a certified SIM Mapping Facilitator, and is a certified CIT Coordinator and Trainer. In her current role, she manages CIT International’s programs, including CIT Coordinator Certification, CIT Curriculum Train-the-Trainer, CIT Support Training for 911, and CIT Program Certification.
